Washington, D.C., July 14, 2025 – Arnall Golden Gregory LLP (AGG) is excited to announce the addition of Kevin A. Lake as of counsel in the firm’s Litigation & Dispute Resolution practice in the growing Washington, D.C. office. The latest of several former government attorneys to join the firm in recent years, Kevin spent the past five years as an attorney in the National Complex Litigation and Investigation Division of the U.S. Department of Health and Human Services (HHS), where he led litigation and investigative matters of national significance.
At AGG, Kevin advises healthcare and life sciences clients on complex regulatory, enforcement, and litigation matters involving patent defense and federal healthcare programs. He also represents technology and life sciences companies, from start-ups to established corporations, in high-stakes patent trials and other technology-related commercial disputes including domestic and international arbitrations.
Kevin’s IP litigation experience includes time at Am Law 25 firms representing medical device, pharmaceutical, and technology clients in federal courts. He has represented clients in key patent litigation venues, including the Eastern and Western Districts of Texas; the District of Delaware; the Eastern District of Virginia; the Northern District of Illinois; the International Trade Commission (“ITC”); the Patent Trial and Appeal Board (“PTAB”); and the Court of Appeals for the Federal Circuit.
While at HHS, Kevin litigated a wide variety of civil defense cases, including constitutional and Administrative Procedure Act claims. He played a central role in defending challenges to the Medicare Drug Price Negotiation Program under the Inflation Reduction Act and served as the lead on opioid-related legal matters and various litigations brought by the DOJ.
“Kevin’s deep understanding of HHS operations and policy, combined with his litigation experience across both government and private sectors, makes him a tremendous asset to our clients,” said Megan P. Mitchell, co-chair of AGG’s Litigation & Dispute Resolution practice. “He brings a rare ability to navigate the intersection of regulatory complexity and high-stakes litigation.”
“What sets Kevin apart is his ability to see the full picture. He connects the dots between technical issues, policy shifts, and legal risks in a way that drives real results,” added Scott E. Taylor, co-chair of the practice. “We’re thrilled to welcome him to the team as we continue to grow our platform in D.C. and beyond.”
Kevin collaborated with every agency and office within HHS, advising on legal issues tied to major department policies and programs throughout the Operating and Staff Divisions. His portfolio spanned HHS’s broad mandate to improve public health, reduce healthcare costs, and expand access to care.
“AGG continues to attract top talent from government service because we’re building something unique — an integrated team that truly understands how agencies operate and how to resolve complex regulatory disputes efficiently,” said Brian R. Stimson, partner in AGG’s Healthcare practice who previously served as Acting General Counsel and Principal Deputy General Counsel at HHS. “Kevin is a perfect fit. His insight into HHS litigation strategy and his ability to bridge regulatory and commercial litigation makes him an incredible resource for our clients.”
Kevin earned his law degree from Harvard Law School, his master’s degree from the University of Virginia, and his undergraduate degree from the University of Florida.
